Therefore, these providers seek to minimize use of service modalities that are physically restrictive. While
restrictive methods are utilized in some instances, utilization of such methods must be minimized and closely
monitored. Over-utilization of highly restrictive methods suggests either the lack of availability or knowledge of
more appropriate, less restrictive practices.
