Historically, many individuals experiencing behavioral health crisis have been transported to emergency departments by law enforcement in marked police cars, and often with procedures requiring them to be restrained.  This report identifies 12 states that have developed transportation alternatives for transportation of individuals in crisis and additional states that are working on alternatives to reduce the use of law enforcement in transporting individuals in crisis.
